Groundwater Pollution Prevention and Management Project for Chemical Substances

For the purpose of enhancing pollution prevention, the Environmental Protection Administration (EPA) has amended relevant regulations of underground storage tank systems (USTs) to cover various types of storage systems. This project also provided advices for auditing of declaration reports, expanded the functions for the existing EPA website of transmission declaration system, and provided legal and technical trainings. This project has studied the leakage detection and monitoring methods of aboveground storage tanks in various countries, including the United States and Canada. Multiple meetings and discussions regarding regulation amendments were conducted and participants’ comments/suggestions were collected and evaluated. The amendment includes clarifying regulated businesses, management approaches according to different categories of storage systems, and monitoring and reporting requirements to be implemented in stages. This project has also checked approximately 10,000 reported data of USTs, expanded the early notification functions, and imported the relevant baseline data of the storage systems into the transmission declaration system. This project has conducted the meetings to train the staff who worked in the storage systems or Environmental Protection Bureaus for the amendment.
